When the matter has been brought to their attention, they still refuse to do anything. Then management changes every few years, and the ignorance of hard water buildup problems starts all over again. It's not only problems in each unit, but also in the building plumbing pipes. There are continual, massive water leaks - everywhere.
ROYAL FLUSH. In the apartment building where I lived in San Francisco, also an old, historical building, they had mastered the hard water problem. Once a month we received a reminded to pour one cup of white vinegar down our drains. From the top floor, 7th, to the bottom floor, the pipes all got a 'Royal Flush.' No water leaks. No plumbing problems. This could be done on the 1st or 15th of each month.
