Wardriving in the Dallas area has revealed that by sniffing smart power meters, it is possible to map whose power was cut off during the Great Texas Snowpocalypse That Would Never Happen Again, Except When It Did. The data supports a recent study from the Lawrence Berkeley National Laboratory, Colorado School of Mines, and University of Massachusetts-Amherst which "asserted that minority areas were over four times as likely to suffer from an energy blackout than white-majority areas". By comparison, the presence of critical facilities such as hospitals or police and fire stations is an insignificant factor in determining the likelihood of blackouts.

Texas power utilities are refusing to release relevant data, under the excuse of "security considerations".
