Swartzberg said the Bay Area has seen state and local officials working “hand in glove” on public health policy. By contrast, he said, Texas generally has been more resistant to public health policies including mask-wearing and social distancing.
“Texas ... has a very different governance that is more laissez faire,” Swartzberg said. “People in charge of the state are much more in line with the White House and their policies.” ...
