Having been given an exact location, dates, names of attendees, video footage referring to what "allegedly" happened, the Metropolitan Police decides it doesn't have enough evidence to investigate a possible crime.

Blink.

Isn't it supposed to be your damn job to gather said evidence ? Never mind that it's been handed to you on a silver frickin' platter ! Now I get that the police don't want to prioritise retroactively investigating parties that happened under lockdown; I understand that this is hardly the same as pre-mediated murder. But here we're talking about the rule-makers themselves (or at the very least their staff) disobeying measures put in place to ensure public health. How is turning such a wilfully blind eye to this not naked corruption ?
