The 75 stops represent the number of times Scott famously declined to answer questions in testimony during an investigation of Medicare and Medicaid fraud during his tenure as CEO of Columbia/HCA.

The investigation resulted in a record fine against the hospital chain and prompted Scott’s resignation. It has since been used as a regular political cudgel against Scott, who nevertheless has since won statewide election for Governor twice and for Senate once.

Sen. Rick Scott alters policy plan causing heartburn for GOP

It called for all federal legislation to sunset in five years, and if a law is worth keeping, Congress can pass it again.

His revised plan specifies exceptions for Social Security, Medicare, national security, veterans benefits, and other essential services. The change comes as Democrats work to drive a wedge between GOP lawmakers and their base of older voters who rely on government programs for income and health insurance.

Biden held up a pamphlet of Scott's original plan when he visited the senator's home state of Florida last week, saying “I know that a lot of Republicans — their dream is to cut Social Security and Medicare. If that’s your dream, I’m your nightmare.

Bartlett has been warning about the problems with the FairTax plan for years. In 2005, he published a lengthy paper deconstructing how impossible it would be to enforce, how the tax revenues could never fund the modern federal government as we know it, how it would depress wages for workers, and how the whole scheme is probably unconstitutional.
