In general that is a good move as research has shown that neck scarves and such are useless. Masks with exhalation values are also no value for protecting other people. The research did swoon that three-layer cotton face makes are pretty much as good as N95 masks however, although banning all homemade masks is probably easier than trying to figure out what each one is made from.
