Oh the hypocrisy! What that headline actually says is "Surrender! Give up and let us have what we want!" Which is all of the South China Sea, including portions of the PH EEZ. No need to read the article, CGTN expresses the views of the CCP. Which can also be seen in the image description:

Since bigger ships are usually less manoeuvrable, the general rule is that smaller boats have to yield. A coastguard ship is however way faster and I'd say also more agile than that little PH boat. When you look at the photo, it's pretty clear who approached whom. "Sir, the deceased was so rude to throw himself right onto my sword!"
And look at all those Chinese names they use in English, when nobody has ever heard of them. This should probably give the impression that the Philippines are intruding into PRC waters, not the other way around.
