Putin using his wealth from Western sanctions to buy friends
US sanctions against Russia are hurting mostly people in developing countries and low income Russians.
Putin, his Oligarch friends and the Russian government don't see much of the sanctions (just like the regime in Iran) and now, with price of oil, fertilizer and wheat skyrocketing, he can afford throwing some bones at starving nations like Lebanon.
