Images from the site of the second bomb in Kerman clearly shows that the design of the bomb was to create as much peeobal damage as possible, using nails, ballbearings and metallic shrapnel .

Majority of the victims of the terror attacks were killed by the second bomb that exploded a few moments after the first one (double tape, as it's called in military terms and by definition is a war crime).
