"First, this bill isn't actually aiming to ban TikTok. It really wants to force ByteDance to sell TikTok to someone else who is not controlled by China. It does that by threatening to make it illegal to distribute the TikTok app to Americans unless ByteDance sells TikTok within 180 days of the law taking effect."

"I think what the bill is trying to say is that if ByteDance doesn't sell TikTok, US based app stores have to take down TikTok for US users and US web hosts must not host the TikTok web app for US users. Unfortunately, when I read the text, that's not actually what they have said, because the Internet is complicated and it's hard to write clear rules about it without causing unintended consequences."

"There has been previous attempts by US states, most notably in Montana, to ban TikTok that have been struck down by courts as unconstitutional, because they violate the First Amendment."

"How the bill defines 'hosting services' would seem to reach pretty far into the infrastructure of the Internet to effect its prohibitions."

For America, this made it possible to send huge quantities of Nato weapons to Ukraine, while merely guesstimating the real cost of those weapons. And unsurprisingly, this has massively incentivised making optimistic estimates: the less you say the shells and rockets are worth, the more of them you can send within your allotted replacement budget. Of course, if you lowball your cost estimates, or inflation and labour scarcity mean that it is no longer profitable for the defence industry to produce at that price, the end result is a form of budgetary looting. Something has been taken away, money has in theory been allocated to replace it, but either due to naivete, corruption or malice, that money is not sufficient to actually pay for replacements. Ultimately, you’re left with a big hole in your budget, and a big hole in your military readiness. Whether costs are intentionally lowballed or simply underestimated doesn’t matter; the result is the same. The US political class, having long believed that their country can go anywhere and do anything, are simply not in the mood to take no for an answer.

Ok, I understood that sentence up to "using ChatGPT".

"The Albanian government will use ChatGPT to translate thousands of pages of EU legal measures and provisions into shqip (Albanian language) and then integrate them into existing legal structures, following an agreement with the CEO of the parent company, OpenAI, Mira Murati, who was born in Albania."

Oh wow, happened when Mira Murati was CEO. That was, like, a week?

So is ChatGPT the best translator for shqip because it's a smaller language? Why ChatGPT and not some other machine translation system?

"The model to be used by the Albanian government will translate into Albanian and provide a detailed overview of what and where changes need to be made to local legislation to align with EU rules. It will also provide an analysis of the impact of all measures and changes, which usually require many experts and a lot of time."

"Albanian Prime Minister Edi Rama said the move would eliminate 'an army of translators and a battalion of lawyers, costing millions of euros' and speed up the process."

So the idea is just to use ChatGPT as a translator. But is it really a good idea? Some of those "army of translators and battalion of lawyers" need to double-check all ChatGPT's work. ChatGPT is not always right.
