Die Profitaussichten für private Gefängnisbetreiber in den USA waren schon immer groß, aber es wäre nicht das Land mit der größten Gefängnisindustrie und den meisten Gefangenen pro Einwohner, wenn dem Gesetzgeber nicht weitere Einnahmemöglichkeiten einfallen würden.
Fefe berichtet über "Floridas geniale Lösung": It's called "pay-to-stay", charging inmates for their prison stay, like a hotel they were forced to book. Florida law says that cost, $50 a day, is based on the person's sentence. Even if they are released early, paying for a cell they no longer occupy, and regardless of their ability to pay.
Abgesehen von der Unmöglichkeit im Strafvollzug 50$ am Tag zu verdienen - und gleich wieder abgenommen zu bekommen - womit entlassene Strafgefangene mit hohen Schulden dastehen, ergibt sich damit eine neue Profitmöglichkeit: Es lohnt sich, Gefangene vorzeitig zu entlassen und die Zelle neu für weitere 50$/Tag zu belegen, da die "Miete" auch nach einer Entlassung anfällt. Der Zeitraum, der bezahlt werden muss, richtet sich nach der im Urteil festgelegten Haftdauer und nicht der realen Belegung.
Fefes Fazit dazu: Du lochst jemanden für 20 Jahre ein, entlässt ihn nach 5, und der muss dann trotzdem für die restlichen 15 Jahre blechen! Je mehr Leute du früher entlässt, desto Profit!!
Über die Innovationsfähigkeit in einer kapitalistischen Gesellschaft kann man immer wieder staunen ...
