Misstrauen statt vertrauensbildender Maßnahmen

Einerseits wollten die USA mit dem Abschuss des chinesichen "Wetterballons" ihre nationale Souveränität unter Beweis stellen, andererseits wollten sie mit dem Abschuss erst nach der Überquerung ihres Landes zeigen, dass sie Provokationen souverän wegstecken. Ob ein Ballon in 14km Höhe so viel mehr entdeckt als ein Satellit in 160km Höhe, können nur die Experten beurteilen. Wir wissen nicht mal, in welcher Höhe die Souveränität eines Landes aufhört, vielleicht steht das im Weltraumvertrag aus den 60-iger Jahren.

Interessant finden wir jedoch die Liste der aufgedeckten gegenseitigen wirklichen Spionagetätigkeiten, die der Spiegel im Nachgang zu der Ballonaffaire auflistet. So zitiert die Zeitschrift FBI-Direktor Christopher Wray aus dem Jahr 2020:

"Von den fast 5000 aktiven FBI-Verfahren zur Spionageabwehr, die derzeit im ganzen Land durchgeführt werden, steht etwa die Hälfte im Zusammenhang mit China."

Im wahrsten Sinne herausragendstes Beispiel war der als 100 Millionen Dollar Geschenk geplante große chinesische Park in Washington 2017. Das Projekt wurde nicht realisiert, nachdem dem FBI aufgefallen war, dass in dem Park eine Pagode strategisch günstig auf einem der höchsten Punkte in Washington platziert werden sollte. Das war den Nachrichtentechnikern der Geheimdienste dann mit nur rund drei Kilometer vom Kapitol zu nahe.

Nebenbemerkung: Bisher ist über das imposante Geschenk Russlands an die USA, das "Tear Drop Memorial" in Bayonne, New Jersey im Gedenken der Opfer der Anschläge des 11. September gegenüber von Manhatten nichts ähnliches bekannt geworden ...

Auch die Gegenspionage der USA in China war nicht untätig, so hatten die USA in der "Operation Honigdachs" mittels millionenschwerer Bestechungsgelder ein großes Netzwerk von Spionen in den höchsten Ebenen Chinas installiert. Als das Projekt aufflog verschwanden viele Agenten, nach dem Magazin "Foreign Policy" wurden mindestens 30 Spione getötet.

2013 wurde dann durch die Enthüllungen unseres Ehrenmitglieds Edward Snowden auch den Chinesen schwarz auf weiß belegt, dass die US Geheimdienste die weltweite Kommunikation massiv und anlasslos überwachten. Ziele dieser Überwachung waren neben dem Staatsapparat auch die großen Konzerne, allen voran Huawei. Der Spiegel schreibt:

Einer Spezialeinheit des US-Nachrichtendienstes gelang es, an rund hundert Stellen das Computernetzwerk von Huawei zu infiltrieren und unter anderem eine Liste mit mehr als 1400 Kunden sowie interne Dokumente für das Training von Ingenieuren an den Huawei-Produkten zu kopieren.

China revanchierte sich u.a. mit der "Operation Aurora", die Anfang 2010 aufflog, als Hackergruppen mit Verbindungen zum chinesischen Militär Cyberangriffe gegen US-Unternehmen, wie Google ausführten. Die USA misstrauen seitdem vor allem chinesischen StudentInnen in den USA.

Solche Beispiele zeigen eigentlich nur, dass es an der Zeit wäre für vertrauensbildende Maßnahmen, denn ein Aufschaukeln bis zum gegenseitigen Abschuss der gegnerischen Flugzeuge oder Agenten eskaliert nur immer weiter.
