Very simply, one FEMA contractor (and maybe more by now) has had to with drawback to their staging areas because Trump Militia are threatening them with guns while they try to help assess damages and deployment of resources and manpower to help victims of the storms.

Une enquête de la FEMA montre que les motocyclistes ne sont pas très favorables à la plupart des nouvelles technologies censées améliorer la sécurité routière. Celles-ci sont même souvent qualifiés d’inutiles, voire de dangereuses lorsqu’elles peuvent interférer avec la conduite.
