02.02.2022 Droht Russland der Ausschluss bei SWIFT?

Ist SWIFT ein scharfes Schwert?

Seit über (weitere) Sanktionen gegen Russland nachgedacht wird, fällt auch immer wieder die Drohung "höllischer Sanktionen als effiziente Abschreckung gegenüber Putin" Russland den Zugang zum SWIFT System zu sperren.

SWIFT, die Society for Worldwide Interbank Financial Telecommunication ist eigentlich nur eine 1973 gegründete internationale "Genossenschaft" mit Sitz in Belgien, welches den elektronischen Nachrichtenaustausch zwischen Finanzinstituten rund um den Globus betreibt. SWIFT hat also (eigentlich) mit der Politik überhaupt nichts zu tun.

In unseren Berichten über Zugriffe von (US-) Geheimdiensten kam SWIFT auch in unseren Artikeln häufig vor. Auch im Zusammenhang mit dem Abfluss von persönlichen Daten aus Europa in Richtung USA mussten wir oft über Privacy Shield und seinen Vorgänger Safe Harbor berichten.

SWIFT besitzt also durchaus eine poltische Bedeutung. Wie kann man nun eine Genossenschaft, also den Zusammenschluss von privaten(!) Banken zwingen, mit bestimmten Ländern nicht zusammen zu arbeiten?

• 2012 wurden iranische Banken ausgeschlossen. Dazu gab es einfach eine EU-Verordnung (276/2012).
• 2017 wurden nordkoreanische Banken von SWIFT ausgesperrt.
• 2021 nach der Machtübernahme der Taliban konnten auch Banken in Afghanistan keine Transaktionen über SWIFT tätigen.

Die Folge davon ist jeweils, dass Banken aus den betroffenen Ländern keine Dollarguthaben in die eine oder andere Richtung überweisen können. So eine Liquiditätskrise führt jetzt dazu, dass Kontoinhaber in Afghanistan nur noch 200 bis 400 US- Dollar pro Woche von ihren Dollarguthaben abheben können.

Das Übel steckt also (nur) in dem Zwang alle Transaktionen auf Dollarbasis durchführen zu müssen (s. dazu unsere Diskussion über Chancen von Cryptowährungen insbesondere das Kapitel zur Goldbindung und dem Petrodollar). Auch für die russische Wirtschaft würde ein Ausschluss aus SWIFT für einige Zeit eine schwere Belastung darstellen. Allerdings ist auch China seit Jahren bestrebt aus dem Zwang zur Dollarbewertung herauszukommen und hat begonnen mit vielen Ländern im Süden auf Basis der eigenen Währung zu handeln. China würde sich die Gelegenheit nicht entgehen lassen, in einem solchen Fall Russland beizuspringen und damit die Dollarbindung der Weltwirtschaft weiter in Frage zu stellen und auch Kryptowährungen weiter zu befördern.

Beginning of the End? Oil Companies Cut Back on Spending

Steve Kopits recently gave a presentation explaining our current predicament: the cost of oil extraction has been rising rapidly (10.9% per year) but oil prices have been flat. Major oil companies are finding their profits squeezed, and have recently announced plans to sell off part of their assets in order to have funds to pay their dividends. Such an approach is likely to lead to an eventual drop in oil production.
