Looking more closely at the timeline, we see that a billion #URLs were reported to Google search in less than nine months. For comparison, it took twice as long to go from five to six billion, suggesting that the #takedown volume picked up again after a previously reported decline.

The article doesn't say so, but it seems that Twitter isn't responding to the takedown notices as US law requires ("expeditiously") because of the #Musk layoffs.
This is big. #SocialMedia platforms cannot operate in the US without a safe harbor from copyright lawsuits. It's as if Musk sawed off the wings of his plane to save weight.
