West Papua: Once was Papuan Independence Day, now facing ‘ecocide’, transmigration

On Papuan Independence Day, the focus is on discussing protests against Indonesia’s transmigration programme, environmental destruction, militarisation, and the struggle for self-determination. Te Ao Māori News reports.

On 1 December 1961, West Papua’s national flag, known as the Morning Star, was raised for the first time as a declaration of West Papua’s independence from the Netherlands.

Sixty-three years later, West Papua is claimed by and occupied by Indonesia, which has banned the flag, which still carries aspirations for self-determination and liberation.

The flag continues to be raised globally on December 1 each year on what is still called “Papuan Independence Day”.

Protests have been building in West Papua since the new Indonesian President Prabowo Subianto announced the revival of the Transmigration Programme to West Papua. (...)

The transmigration programme began before Indonesia gained independence from the Dutch colonial government, intended to reduce “overcrowding” in Java and to provide a workforce for plantations in Sumatra.

After independence ended and under Indonesian rule, the programme expanded and in 1969 transmigration to West Papua was started. (...)

Papuans believe this was to dilute the Indigenous Melanesian population, and to secure the control of their natural resources, to conduct mining, oil and gas extraction and deforestation. (...)

Discrimination and Other Abuses Against Papuans in Indonesia.

The Indigenous Papuan population of Indonesia has long encountered racial discrimination based on their ethnic origin, including from government agencies and institutions, as well as in laws and regulations. Ever since the Netherlands turned over West Papua to the newly independent government of Indonesia following a deeply flawed United Nations resolution in 1969, many Papuans have sought independence – primarily peacefully but also through the force of arms – from Indonesian rule.

The Indonesian government has responded with numerous grave abuses by the government security forces, the isolation of West Papua from the rest of the world, and the arrest, prosecution, and long prison terms for Papuan activists who have peacefully called for independence or other forms of self-determination. The Indonesian authorities have encouraged tens of thousands of non-Papuan families to work and to settle in West Papua, which has driven many Indigenous Papuans from their land.

The resistance of Papuans and many non-Papuans in Indonesia to discrimination took on a new dimension following an August 17, 2019 attack by security forces on a Papuan student dormitory in Surabaya, Indonesia’s second largest city, in which the students were subjected to racial insults. (...)

Human Rights Watch takes no position on claims for independence in Indonesia or in any other country. We support the right of everyone to peacefully express their political views, including for independence, without fear of arrest or other forms of reprisal. The Indonesian government has legitimate security concerns in West Papua stemming from Papuan militant attacks. But these provide no justification for the government’s failure to uphold international human rights and humanitarian law prohibitions against arbitrary arrest and detention, torture and ill-treatment of persons in custody, and unlawful killings.

This report profiles cases of Papuan activists convicted after the Papuan Lives Matter protests, and also describes ongoing human rights violations rooted in racial discrimination, in particular, the right to education and to the highest attainable standard of health. We also documented recent abuses by security forces and Papuan militants during the ongoing conflict. (...)

On Monday, Rishi Sunak suggested that pro-independence supporters represent a threat to the security of the UK in a similar manner to Russia, North Korea and Iran.

According to Dr Alan Greene, a reader in constitutional law and human rights at the University of Birmingham, the inclusion of an entirely legitimate and democratic political movement among the ranks of terrorists speaks to the increasing desperation of this Tory government.

“It’s par for the course for this government to conflate anything outside their own narrow understanding of the world with #extremism,” he said.

It’s obviously absurd to equate Scottish nationalism with a state superpower like Russia.”

Russia’s #ministry of internal affairs has placed International Criminal Court (ICC) President Piotr #Hofmański on its wanted list, according to the ministry’s online database.

I think Russia's #policy and the #war in #Ukraine is very problematic. But if I try to look at the whole matter neutrally, I can't help but notice the following: If the #ICC only prosecutes war #crimes that were not committed by #NATO, then the judges are not #independent which is also a #crime.

‘The kids had all been tortured’: Indonesian military accused of targeting children in West Papua

Transported by helicopter to the regional military headquarters 100km away, the group were beaten and burnt so badly by their captors that they no longer looked human.

Kogeya says Wity died a painful death in custody. The other five were only released after human rights advocates tipped off the local media.

“The kids had all been tortured and they’d been tied up and then burned,” says Kogeya, who saw the surviving boys’ injuries first-hand on the day of their release.

“[The military] had heated up machetes and knives and pressed it against their skin … They didn’t even look like humans. They were burnt from head to toe. They were in a really bad way.” (...)

Last year UN human rights experts called for urgent and unrestricted humanitarian access to the region over serious concerns about “shocking abuses against Indigenous Papuans, including child killings, disappearances, torture and mass displacement of people.” (...)

The day before the boys’ detention, in the same region of Nduga, soldiers opened fire on a group of women and children returning with string bags filled with food from shopping in a neighbouring village, locals say. (...)

“The military could tell that [the group of women and children] were not combatants,” Kogoya says. “And they still shot them.”

“They know we’re carrying vegetables not guns – so why are they shooting at us and why are they arresting us?” (...)

The former Dutch colony is just 250km from mainland Australia. It’s a short boat ride from the northern islands of the Torres Strait. But most Australians know little about the war that is raging there.

The lack of knowledge is partly by design: very little about West Papua reaches the outside world because Indonesia tightly controls access for foreign journalists and human rights monitors. (...)

When the Netherlands began preparing for withdrawal in the 1950s, West Papuans pushed strongly for independence. As Melanesians, they see themselves as part of the Pacific, not south-east Asia. But their powerful neighbour had other ideas. (...)

A ceasefire was brokered by the United Nations, and a UN-backed ballot was held in 1969, ostensibly to allow West Papuans to have their say on integration with Indonesia.

But advocates say the “Act of Free Choice” was rigged from the start. Just 1,022 West Papuan leaders were handpicked by Indonesian officials to represent the entire population, and they were coerced and threatened at gunpoint to reject independence.

In this environment, support for integration was unanimous. The result was rubber-stamped by the UN.

Indigenous West Papuans continue to demand a real vote on self-determination, mostly through acts of civil disobedience such as raising the banned ‘Morning Star’ flag. They pay a heavy price in police and military brutality, as well as long jail sentences, for their activism. (...)

“We can’t do anything here,” says Nopinanus Kogoya. “People are even dying of hunger in the street because they can’t farm, they can’t go anywhere. We’re just completely, completely under the control of this fierce military occupation.” (...)

Locals say the brutality escalated in February this year, when Phillip Mehrtens, a New Zealand pilot working for Indonesian airline Susi Air, was taken hostage and his plane burned by the rebel army at Nduga airport. (...)

Now, Australia is seeking to forge closer military ties in negotiations on a “defence cooperation agreement” – a “treaty-level instrument” that will be legally enforceable before an international court, says Rothwell. (...)

Australia also provides weapons and other tools of war to Indonesia, including a recent shipment of 15 Bushmaster armoured vehicles, intended for use by Indonesian special forces during peacekeeping missions. (...)

The concept of Western domination promoted by the United States and many other Western, partly subordinate countries does not provide for the harmonious development of all of humanity. On the contrary, we must deal with the Western minority’s never-ending striving for military, political, financial and economic expansion. Their slogans change: they promote #globalization, then Westernization, Americanization, universalization, liberalization, etc. But the essence remains the same – they strive to subordinate every independent player and force them to play by the rules that are beneficial to the West.

Therefore, I would say, if we would like to have more equality among human, we have to accept that we Westerners may have to pay more for #coffee and other materials, products from ‘former’ colonies. Furthermore, if this change would lead to a more peaceful world, we could use billions of taxpayers’ money paid for military expenditure for humanitarian purposes and environmental protection.

When Are We All Finally Going to Stop Living in Fear?

Back in the 1950s, this psychology professor at Swarthmore had an idea. He wondered just how powerful peer pressure was.

So he rounded up 123 students.

They were male.

He put them in groups of five or seven. He told one dude in every group he was conducting vision tests. He told the rest of the group he was really studying peer pressure. He told them all to give the right answer the first two times. After that, they were supposed to give the same wrong answer for almost every question. The wrong answer wasn't just a little wrong.

It was obviously wrong.

Epically wrong.

The professor expected the one dude to hold his ground most of the time, that he wouldn't conform. The professor was wrong. Only about 25 percent of his test subjects resisted the urge to conform. About a third of them conformed almost all of the time, and 5 percent conformed completely.
