There are 10 different Indigenous groups in Chile. The largest one is the Mapuche, followed by the Aymara, the Diaguita, the Lickanantay, and the Quechua peoples. Chile is the only country in Latin America, that does not recognise the Indigenous Peoples in its constitution. For that, Indigenous groups face challenges, especially in terms of territorial rights.
However, the UN Declaration on the Rights of Indigenous Peoples was adopted by the Government of Chile on 13 September 2007 and ILO convention 169 was ratified in 2008. Despite Chile’s constitution not recognizing the Indigenous Peoples, the Ministry of Social Development has convened an Indigenous constitutional drafting process to gain the perspective of the Indigenous Peoples on the content of a new constitution.
Law No. 19,253 of 1993 on Indigenous promotion, protection, and development remains in effect, even though it does not meet international law standards concerning the rights of Indigenous Peoples to land, territory, natural resources, participation, and political autonomy.
Indigenous Peoples in Chile
There are 10 different Indigenous groups in Chile. Despite being in constant increase since the 1990s, the Indigenous population of Chile has not varied greatly since the 2017 census, resulting in 2,185,792 people self-identifying as Indigenous, or the equivalent of 12.8% of the country’s total population of 17,076,076. The Mapuche are the most numerous (almost 1,800,000 individuals), followed by the Aymara (156,000) and the Diaguita (88,000).
There has been a notable and sustained increase in the proportion of Indigenous population living in urban areas, with 87.8% of Indigenous members now living in cities compared to 12.2% living in the countryside.
Main challenges for Chile’s Indigenous Peoples
According to the Ministry of Social Development, 30.8% of the Indigenous population live in poverty, while for the non-indigenous population that figure is 19.9%. The region of Araucanía, which concentrates the largest Indigenous population, continues to be the country’s poorest region.
A continuous struggle for the Mapuche peoples is their rights to the lands and territories, which legally and/or ancestrally belong to them. In the Region of the Araucanía and Los Ríos, the rights of the Mapuche people have been gravely threatened by the expansion of extractive, production, and infrastructure projects. The great majority of these initiatives belong to private corporations.
Although a new legislative bill raises questions on the part of Indigenous Peoples and has created the Biodiversity and Protected Areas Service (SBAP) and the National Protected Areas System (SNAP), it fails to recognize the contribution of Indigenous Peoples to biodiversity, does not protect indigenous rights against public and private conservation initiatives, nor recognizes or protect indigenous and community conservation initiatives.
Another challenge is the criminalization of Mapuche social protest by the state. During 2017, the #State broadly used the Antiterrorist Act to #persecute members of the Mapuche #people. During the course of the year, that law was invoked against 23 Mapuche persons charged with terrorist homicidal arson, terrorist arson, and/or terrorist conspiracy.

One unanticipated outcome of the recent flareup in the #MiddleEast is that it appears to have put the final nail in the coffin of the #ClownWorldOrder by making it clear that the so-called “rules-based order” does not actually have any genuine principles or rules, thereby ensuring widespread global preference for the sovereign nations of the #Multipolarity over the #Imperial #USA and its occupied #satrapies.
Attempts by the #US and its allies to “paint #Moscow as a global pariah” have been “poisoned” by the rush to support Israeli retaliation against #Hamas in #Gaza, the Financial Times reported on Wednesday, citing more than a dozen officials.
“We have definitely lost the battle in the Global South,” one senior #G7 diplomat was quoted as saying. “All the work we have done with the Global South [over Ukraine] has been lost… Forget about rules, forget about world order. They won’t ever listen to us again.”
“What we said about #Ukraine has to apply to #Gaza. Otherwise we lose all our credibility,” the official added. “The Brazilians, the South Africans, the Indonesians: why should they ever believe what we say about human rights?”
West ‘lost’ Global South over Israel, 18 October 2023
Now, this is apparently shocking news to the inhabitants of #ClownWorld as well as its rulers, but it was always inevitable. The “Israel exception” to decades of baseless assertions about #democracy and #human-rights and respect for #indigenous peoples was never going to survive the #Internet anyhow, nor was “the plight of the poor, oppressed #Jewish people who never did nothing bad to nobody” ever going to cut any ice with anyone but high-trust, soft-hearted ignoramuses with no sense of #history.
And it’s a particularly bad look for #Israel to be observed to be “defending itself” by continuously #expanding its #territory. Considering that a significant percentage of the #GlobalSouth has historical experience with #violent #colonization of its ancestral lands, it should not be much of a surprise that there is a natural tendency for them to instinctively side with the #Palestinians. Indeed, many #Jews supported the #blacks in #SouthAfrica on much flimsier historical claims than those possessed by the Palestinians.
But as the Financial Times points out, it is the #juxtaposition of #ClownWorld’s position on the #Russia-Ukraine situation with the #Israel-Palestinian situation that has probably been the most harmful. Ukraine’s #crimes against the #Russians in the #Donbass, and the 14,400 Russians killed there between 2014 and 2022, far exceed the various crimes committed by Hamas in the same timeframe, and yet the #global #media has spent the last 19 months decrying Russian actions that have been considerably more restrained than the total #ethnic #cleansing of the Palestinians now being threatened all over social media in response to a single Hamas raid.
Clown World is dying. One hopes the #GreatPowers of the Multipolarity will use their power and influence in a more circumspect and generally beneficial manner once it is gone.

The Ferrogrão is a 1,000-kilometer railway that Cargill wishes to cut through our lands to transport soy. Soy produced from the destruction of the Cerrado—a critical ecosystem south of the Amazon.

This railway will destroy 2,000 square kilometers of the Amazon forests we live in, including Munduruku lands that are currently federally protected #Indigenous Territory. It will open our lands to more land grabbers and illegal miners and loggers that already invade and burn our lands and murder our people.
The Brazilian Supreme Court has ruled that the Ferrogrão is illegal, but economic interests like Cargill want to change the laws to allow for construction.
Cargill has said that anyone who opposes the Ferrogrão is “irresponsible.” We are fighting for our lives. For our land. For our cultures. For our children and grandchildren. This is not irresponsible.
What is irresponsible is for your company to make promises to end deforestation while continuing to expand into our territories and giving license to others to do the same.
You have the power to stop this."...
