Germany, Intel Agree Subsidies for Chip Plant Worth €10 Billion.

#Germany and #Intel Corp. sealed an agreement for the US company to receive #subsidies worth €10 billion ($10.9 billion) for a semiconductor manufacturing facility in the eastern part of the country, according to people familiar with the deal.

Intel initially agreed to build the facility in the city of #Magdeburg with €6.8 billion in #government #aid but postponed the start of construction at the plant because of economic headwinds.

The enhanced package now agreed will include both traditional aid in the form of financial subsidies as well as price caps on energy, according to the people.

Intel said the site is expected to create 7,000 construction jobs during the initial construction phase, as well as around 3,000 permanent high-tech jobs and tens of thousands of additional positions “across the industry ecosystem.”

Under Gelsinger, Intel has embarked on a huge expansion program aimed at recapturing its previous dominance of the industry and diversifying manufacturing hubs for critical components, currently concentrated in East Asia.

The armed conflict in #Ethiopia pits forces aligned with Ethiopia’s federal #government against those affiliated with Tigray’s regional government led by the #Tigray People’s Liberation Front ( #TPLF).

Amid the #conflict, #millions of civilians have been #displaced, while thousands of #people have been #killed due to ethnic violence. The region has been largely cut off from the outside #world, and so #humanitarian #aid has also been #denied to millions of people in Tigray.

U.S. to send Ukraine $5.5 billion in new fiscal, military aid

The United States will send an additional $5.5 billion in #aid to #Ukraine, made up of $4.5 billion in budgetary support and $1 billion in #military assistance, to help it come to grips with the turmoil of this year's Russian invasion.

The $4.5 billion budgetary grant will fund urgent government needs including payments for pensions, social welfare and healthcare costs, bringing total U.S. fiscal aid for Ukraine to $8.5 billion since Russia's February invasion, the U.S. Agency for International Development said.

The funding, coordinated with the U.S. Treasury Department through the #WorldBank, will go to the Ukraine government in tranches, beginning with a $3 billion disbursement in August, #USAID said.

It follows previous transfers of $1.7 billion in July and $1.3 billion in June, USAID said. #Washington has also provided billions of dollars in military and security support.

The $1 billion arms package announced by the #Pentagon is the largest single military package under President Joe #Biden's drawdown authority, including long-range rocket munitions and armored medical transport vehicles

It includes as many as 50 M113 armored medical transports and munitions for the U.S.-supplied #HIMARS long range rocket launchers and for the #NASAMS surface-to-air missile system. read more

The fiscal and military aid packages - both first reported by Reuters on Monday - are drawn from a $40 billion aid package for Ukraine approved by Congress in May. read more

Overall, the United States has contributed more than $18 billion to Ukraine this year.

A #military plane carrying enough specialty infant formula for more than half a million baby bottles arrived Sunday in #Indianapolis, the first of several flights expected from #Europe aimed at relieving a #shortage that has sent #parents scrambling to find enough to feed their #children.

I am surprised that the #situation is now so bad that the U.S. is relying on #aid shipments.

Is Ukraine’s aid bonanza coming at the expense of other crises?

As near-record levels of funding fill the coffers of the #Ukrainian #aid response, #humanitarian insiders worry that resources may be diverted from other #crises that are receiving scant attention and remain badly underfunded – from #Afghanistan to #Yemen to the Horn of #Africa.

Numerous factors are contributing to the unusually generous outpouring for #Ukraine: the huge geopolitical significance and economic fallout of the #Russian invasion; the sheer speed and scale of the #displacement #crisis; not to mention the 24/7, wall-to-wall #media coverage.

But some also see double standards, even elements of #racism, in the lopsided levels of #assistance going to Ukraine compared to other crises raging around the world.

Don’t Wage Economic War on Afghanistan

#Sanctions advocates from the hardline Foundation for Defense of Democracies recently made the case for piling on sanctions on #Afghanistan by adding the #Taliban to both the FTO list and the list of state sponsors of terrorism. Hawks have been disastrously wrong about the use of sanctions for decades, and now they propose to strangle a country that has been wracked by #war for the last four decades. The last thing that Afghanistan needs after generations of armed #conflict is a new #US #economic war.

These calls for designating the Taliban would have a few practical effects, all of them bad: it would impede the delivery of #aid and the conduct of #trade with the rest of the world, it would deprive the #Afghan #people of being able to import goods from elsewhere, it would worsen the #refugee #crisis, and it would give Taliban every incentive to cooperate with and support #hostile groups.
