Le moment est venu pour les #USA et dans leur sillage la communauté internationale, de prendre une décision : le cycle sans fin de la #violence entre #Israël et les #Palestiniens va-t-il se poursuivre ou allons-nous tenter d’y mettre un terme ? Les USA vont-ils continuer à armer Israël et à déplorer ensuite l’usage excessif de ces armements, ou sont-ils enfin prêts à prendre des mesures concrètes, pour la première fois de leur histoire, afin de changer la réalité ? Et surtout, l’attaque israélienne la plus cruelle contre #Gaza deviendra-t-elle la plus inutile de toutes, ou l’occasion qui s’est présentée à sa suite ne sera-t-elle pas ratée, pour une fois ?
Il ne sert à rien d’en appeler à Israël. Le gouvernement actuel, et celui qui le remplacera probablement, n’a pas et n’aura jamais l’intention, le courage ou la capacité de générer un changement. Lorsque le Premier ministre répond aux propos américains sur la création d’un État palestinien par des mots indiquant qu’il « s’oppose aux mouvements forcés » ou qu’ « un accord ne sera conclu que par le biais de négociations» tout ce que l’on peut faire, c’est rire et pleurer.
Rire, parce qu’au fil des ans, le Premier ministre Benjamin #Netanyahou a fait tout ce qu’il pouvait pour faire échouer les négociations ; pleurer, parce que c’est Israël qui emploie la coercition – la nature de sa politique à l’égard des Palestiniens est une coercition mise en œuvre dans une grande démarche unilatérale, violente, agressive et arrogante. Tout à coup, Israël est contre les actes de coercition ? L’ironie se cache la tête dans la honte.
Il est donc inutile d’attendre du gouvernement israélien actuel qu’il change de caractère. Il est tout aussi vain d’attendre d’un gouvernement dirigé par Benny #Gantz, Gadi #Eisenkot ou Yair #Lapid qu’il le fasse. Aucun d’entre eux ne croit en l’existence d’un État palestinien dont le statut souverain et les droits seraient égaux à ceux d’Israël. Tous les trois, ensemble et chacun séparément, accepteront tout au plus, dans un très bon jour, la création d’un bantoustan sur une partie du territoire. Une véritable solution ne sera pas trouvée ici. Il vaut mieux laisser Israël se complaire dans son refus.
Mais le monde ne peut pas se permettre de laisser passer cette occasion. C’est le monde qui devra bientôt reconstruire, avec ses fonds, les ruines de la bande de Gaza, jusqu’à la prochaine démolition par Israël. C’est le monde dont la stabilité est compromise tant que l’occupation persiste, et qui l’est encore plus chaque fois qu’Israël se lance dans une nouvelle guerre. C’est le monde qui reconnaît que l’occupation est néfaste pour lui, mais qui n’a jamais levé le petit doigt pour y mettre fin. Aujourd’hui, l’occasion de le faire se présente. La faiblesse et la dépendance d’Israël à la suite de cette guerre doivent être exploitées, dans l’intérêt d’Israël également.
Assez de mots. Assez des cycles de négociations futiles organisés par le secrétaire d’État américain Antony #Blinken et des mots durs prononcés par le président Joe #Biden. Ils ne mènent nulle part. Le dernier président sioniste, peut-être le dernier à se soucier de ce qui se passe dans le monde, doit agir. En guise de prélude, on pourrait s’inspirer des paroles étonnamment simples et vraies du responsable de la politique étrangère de l’Union européenne, Josep #Borrell, qui a déclaré : « Eh bien, si vous pensez que trop de gens sont tués, peut-être devriez-vous fournir moins d’armes [à Israël] ».
Toutefois, la question n’est pas seulement de mettre fin à la guerre, mais surtout de savoir ce qui se passera une fois qu’elle sera terminée. Si cela dépendait d’Israël, sous n’importe quel gouvernement, nous retournerions dans le giron chaleureux de l’ #apartheid et nous reviendrions à la vie par le sabre. Le monde ne peut pas accepter cela plus longtemps et ne peut pas laisser le choix à Israël. Israël a parlé : c’est Non. Le temps est venu de trouver une solution semblable aux accords de #Dayton. Il s’agit d’un accord forcé et imparfait conclu en #Bosnie-Herzégovine qui a mis fin à l’une des guerres les plus cruelles et qui, contrairement à toutes les prévisions, a tenu pendant 29 ans. L’accord a été imposé par la coercition.
Un État palestinien n’est peut-être plus une solution viable en raison des centaines de milliers de colons qui ont ruiné les chances d’en créer un. Mais un monde déterminé à trouver une solution doit proposer un choix clair à Israël : des sanctions ou la fin de l’occupation ; des territoires ou des armes ; des colonies ou un soutien international ; un État démocratique ou un État juif ; l’apartheid ou la fin du sionisme. Lorsque le monde se montrera ferme, en posant ces options de cette manière, Israël devra prendre une décision. Le moment est venu de forcer Israël à prendre la décision la plus fatidique de sa vie.

NBC News cites senior US administration officials as saying that Blinken told Netanyahu that "ultimately there is no military solution to Hamas and that the Israeli leader needs to recognize that or history will repeat itself and violence will continue." But, the officials said, Netanyahu was unmoved.

In a press briefing, the Anthony #Blinken defended Israel's actions in #Gaza, stating they are justifiable actions and in self defense.
He added that #Hamas is the aggressor here, and people should pressure it to surrender.
"No one is demanding that Hamas stop hiding behind civilians, lay down its arms, and surrender. This is over tomorrow if Hamas does that. How can it be that there are no demands made of the aggressor and only demands made of the victim?"
