Aidée d’un algorithme, l’administration fiscale néerlandaise a plongé dans la détresse des dizaines de milliers de familles, à commencer par des mères d’origine étrangère, en leur réclamant indûment des sommes faramineuses. L’État s’avère désormais incapable de réparer.
Les #technologies ne sont jamais neutres. Non, ce n’est pas juste leur usage qui est biaisé, c’est leur conception-même. Le cas des algorithmes chargés de calculer les risques qu’un·e requérant·e de l’aide sociale fraude les institutions étatiques en est un exemple flagrant! Le système hollandais> texte de citation ici illustre parfaitement la manière dont ces logiciels, supposés impartiaux et objectifs, ne font, en réalité, que refléter les mentalités prédominantes de nos sociétés, avec tous les biais dramatiques qui peuvent en découler, et dans ce cas, il s’agit d’une idéologie ultra-libérale, basée sur la notion de méritocratie et l’illusion d’un monde juste, dans lequel, chacun·e démarrerait avec les mêmes atouts et obtiendrait les résultats qu’iel mérite. C’est ainsi qu’une personne qui en serait réduite à demander de l’aide à l’État ne peut, dans une telle vision du monde, n’être que paresseuse, irresponsable, dépourvue de discipline, et il faut donc la surveiller de près pour s’assurer qu’elle ne perçoive pas d’aides indues. Mieux, il faut même essayer de prévoir lesquelles, parmi ces populations qui peuvent demander un soutien, temporaire, sont les plus susceptibles de tricher. Parce que mieux vaut prévenir que guérir, n’est-ce pas. Et tant pis, si des personnes innocentes sont prises dans la nasse et que ces mesures causent des dégâts monstrueux à des populations déjà très précaires et fragiles! On s’en fiche, elles n’auront pas les moyens de réclamer!
Au total, entre 2012 et 2019, 25 000 à 35 000 personnes ont été accusées de fraude, à tort dans 94 % des cas. Parmi elles, une grande majorité d’étrangers ou de binationaux, cibles privilégiées des contrôles, comme le gouvernement a fini par l’admettre. La nationalité comptait comme un facteur de risque pour l’algorithme aveuglement suivi par les agent·es du fisc. Mais son fonctionnement en « boîte noire » et sa dimension « auto-apprenante », qui permettait à l’algorithme d’identifier lui-même des critères associés au risque de fraude, ont masqué la discrimination, comme l’a dénoncé Amnesty International dans un rapport sur ce cas d’école de « machine xénophobe ».
Je ne suis pas étonnée qu’un pays de tradition protestante et libérale ait dérivé vers un tel modèle ultralibéral et donc une forme de surveillance et de punition préventive des populations “non-méritantes”, vues comme de coûteux “boulets”, mais, qu’en tant que bons chrétiens, on ne peut pas non plus abandonner complètement. Ce qui ne veut pas dire qu’on leur doit une charité sans limites, ni contraintes. Parce que la charité “bien-ordonnée”, c’est aussi cela, le protestantisme, du moins, dans sa version la moins charitable, en fait. Le problème est que cette mentalité est en train de se répandre comme une traînée de poudre dans nos sociétés occidentales, notamment en partie en réaction à la globalisation économique, qui a mis en compétition des pays avec un coût élevé de la vie, avec des régions entières du monde où le niveau matériel et social de vie est bien plus bas. La réponse a été alors de resserrer les salaires de ceux qui se trouvent en bas de la pyramide et les boulons budgétaires sur ceux qui peuvent le moins se défendre, soit les populations précaires. Et c’est ainsi qu’un peu partout, les milieux politico-économiques, mais aussi intellectuels et parfois socio-culturels, en viennent à imaginer que des machines arriveront à mieux trier le bon grain de l’ivraie que des humains, dans une perspective de mieux prévoir les budgets et surtout, des économies en toute bonne conscience, puisqu’il s’agit de prévenir les fraudes. Et dans cet exemple, comme dans de nombreux autres, on se rend compte que les fraudeurs représentent une infime minorité, mais ce n’est pas grave, c’est pour la bonne cause, alors, on va faire endosser un risque minime sur les épaules des plus vulnérables, avec des conséquences socio-économiques catastrophiques pour eux. Évidemment, les personnes immigrées, les mères seules, les minorités en tous genres, du fait de leur différence vis-à-vis des “normes” prescrites par l’idéologie ultralibérale qui prédomine, sont conçues comme étant évidemment moins respectueuses de nos lois, puisque “déviante”, que ce soit parce qu’elles n’ont pas su se conformer aux attentes de la société ou carrément parce qu’elles sont considérées comme trop différente et porteuses de valeurs potentiellement contradictoires avec celles qui assurent le bon fonctionnement des institutions.
Les Pays-Bas n’en ont pas fini avec la « Toeslagenaffaire ». Les conséquences psychologiques et sociales sur les enfants, par exemple, soit plus de 10 000 victimes par ricochet, doivent encore faire l’objet d’enquêtes. L’opposition dénonce une introspection de façade du gouvernement, qui a certes démissionné après ce scandale, en janvier 2021… Pour mieux revenir un an plus tard. « Personne n’a vraiment endossé de responsabilité de cette affaire, estime la députée Renske Leijten. L’état d’esprit à la tête de l’administration n’a pas changé, ni la méfiance à l’égard des allocataires sociaux, ni le manque de transparence. »
Une telle conclusion s’impose presque puisque ce ne sont pas les valeurs que reflètent ces algorithmes qui sont remises en cause, mais l’algorithme seul. La solution serait simple: il suffirait d’affiner les algorithmes pour qu’ils se montrent un peu moins racistes, xénophobes, sexistes, etc. Mais, on va quand même continuer avec cette idée que les gens qui ont besoin d’aide, dans nos sociétés actuelles, restent des populations “problématiques”, que l’on doit certes aider, parce qu’on n’est pas des monstres, mais qu’on doit constamment surveiller et tenir fortement en laisse, parce qu’elles ne sont simplement pas fiables et potentiellement malhonnêtes.

Thanks to the innovations of Guru Arjan Dev, Sant Dariya Sahib of Bihar, Sant Tulsi Sahib of Hathras, and Soamiji Maharaj of Agra, the Path of Initiation into Inner Light and Sound Meditation (Surat Shabd Yoga) has gradually become progressively more and more available to an ever-growing percentage of humanity. "Satsang shall spread far and wide in future." (Last Words of Soamiji Maharaj) "After Swami Ji Maharaj, the floodgates of initiation opened up and many people would be able to get the initiation." (Baba Ram Singh) And the Sant Mat spiritual classic and scripture known as the Anurag Sagar (Kabir's Ocean of Love) predicts that as this Kali Yuga age continues to unfold, the Path of the Masters will be far more well-known and followed than it is at present. But at every step and in each generation of time, Masters have had to intervene and reboot the Path whenever it begins to go off course, "falls into the mouth of Kal", the negative power, the gnostic demiurge or false god, in other words, eaten by illusion, eaten by time. Soamiji Maharaj of Agra once said of spiritual paths: "Without Bhakti [love], they are all hollow and sham, outer husks without a kernel." It is the inner "kernel" or "seed" of Life we’re really after, not developing attachments to institutions or organizations, or going through the motions of holidays, traditions, and rituals, well within the confines of the grinding wheel of fate and transmigration.

One issue with the old Sant Panths of past centuries has been, they divided initiation (deeskha) into two parts: the first initiation into Simran of Sacred Names and Light, the second into the Sound Current. All well and good if practiced, but... if most never get to apply for the Sound initiation, that's a problem. That's a spiritual crisis, if almost nobody receives the initiation into the Sound Current. Eventually, over the course of time, the Way of the Sound Current becomes only the experience of a handful of devotees. In some paths, knowledge of the Sound Current, the Word, the Logos, has been lost altogether. The Masters have always taught that the Path of the Sound Current, the Audible Life Stream, the Shabda, the Naam, is intended for all the true disciples, is a required practice for all, and not an elective practice only for some small minority. Maharshi Mehi said: "Surat Shabda Yoga is the practice of transcending the mind and entering the level beyond the mind, that is, the level of Oneness. The vehicle for this inward journey is Sound. The way to employ Sound and to understand its use is the practical application of Surat Shabda Yoga. This is also known as Nadanusandhana. Surat Shabda Yoga as a means to attain the Unbounded State is an integral and indispensable aspect of the Sant Mat tradition. Any tradition devoid of this essential aspect is not true Sant Mat." (Philosophy of Liberation) So Satgurus such as Sant Tulsi Sahib, Soamiji Maharaj, and Sant Darya Sahib of Bihar would incarnate and reboot the spiritual Path here in this material realm (Pinda Desh), the Ocean of Samsara (World of Changes), so that souls would continue to make spiritual progress following a Living Path of Moksha (liberation, salvation) free of the outer husks of rites, rituals, and earthbound traditions dominated by maya (illusion). "As long as the discipline of the Sound Current is preserved unadulterated, the line of succession will truly continue. But when it is mixed with outer rituals and display of external garbs, My Sound Current will part company. My Divine essence will depart, and the souls will go into the mouth of Kal. I shall then come to this world, and shall proclaim the teaching of the Sound Current again. Proclaiming the teaching, I shall found the line of succession. And emancipating the souls, I shall take them to my Abode. For aeons I have been coming, and imparting the teaching of the true Sound Current." (Sant Dariya Sahib, sounding here more like the cosmic figure of Kabir, Adi Guru of Sant Mat)

By doing the practice of devotion, they will get the passport and I will connect them with the Naam of Sat Purush. Одной из причин, по которой многие люди увлекаются миром блокчейна, является то, что это не новый технологический слой, а фундаментально иной инструмент для работы организаций и сообществ.
Главная проблема заключается в том, что без массовой децентрализации мы получаем все больше и больше неравенства между богатыми и бедняками. Поговорим об эволюции общества и централизации для объяснения ценности блокчейна как трансформатора социальных структур.
Взаимоотношения общества с хищниками означает, что защитить что-то сложнее, чем это сделать. Многие века мы были в обществе собирателей-охотников, и было относительно легко защитить наши активы – мы просто носили их с собой.
Но по мере усложнения общества, мы создали больше ценных вещей, и нам нужно было создать больше инструментов для защиты этих вещей.
Это привело к тому, что появились люди, которые могли бы защитить активы, но банковские системы и суверенные государства принципиально выбирали логику насилия.
Это происходило на протяжении многих сотен лет, а потом интернет ускорился, и такая централизация вызвала тревогу.
Таким образом, за довольно короткое время – буквально за последние 10 лет, мы стали высоко централизованным обществом.
Теперь границы поражены, так как у нас есть глобальные монополии. У нас есть пять или шесть компаний, которые владеют тревожным количества данных, богатством и контролем.
Итак, кто же эти интернет-гиганты, построившие, казалось бы, нерушимые глобальные монополии?
В 1996 году, Google запустили как исследовательский проект 2 аспиранта Стэнфордского университета. Скромный старт компании осуществили из гаража друга, но сегодня она стоит около $132 млрд. Вместе с Amazon, Facebook, и Apple, компания накопила так много энергии, что многие верят – она дискредитирует американскую демократию.
Amazon генерирует 30% всех онлайн и оффлайн розничных продаж в США, в то время как Apple является самой ценной в мире фирмой, с рыночной капитализацией $1 трлн.
Google контролирует более 70% глобальной доли рынка поисковой рекламы. Вместе с Facebook, компания выставила из бизнеса большую часть конкурентов по онлайн-рекламе.
Но способность интернет-гигантов контролировать распространяется дальше бизнес-мира. Во всем мире, у многих людей формируется осведомленность о текущих событиях, так или иначе, через Facebook и Google, которые определяют, какую информацию мы видим и потребляем со скрытыми алгоритмами.
Они контролируют, как мы думаем, они контролируют, как мы голосуем, и это довольно страшное пространство, их очень сложно сместить. Мы знаем: сеть – эффективная и мощная, и это было бы невероятно трудно для кого-то - вытеснять Facebook с другой децентрализованной моделью.
Но блокчейн дает возможность ликвидировать эти монополии для создания лучшего, более честного и справедливого общества. Итак, блокчейн – это инфраструктура, которая может позволить централизации двигаться в децентрализованный мир.
Многие говорят о блокчейне как о децентрализованной книге или базе данных, но они упускают суть. Смысл можно найти в создании децентрализованных экономических криптомоделей, таких как второе поколение блокчейнов, например, Ethereum, который теперь считается децентрализованным механизмом выполнения кода или платформой.

Здесь есть немного дикого запада в отношении захвата денег, и это, возможно, одна из вещей, что выдвинула концепция ICO.
В прошлом столетии мы наблюдали безумие, а затем крушение dot.com. То, что происходит сейчас, похоже на это событие: генерируются тысячи ICO и возникают связки основных базовых протоколов, которые открыты сообществу, управляемы, полностью децентрализованы и неподвластны никаким центральным организациям или контролирующим лицам. Они будут контролироваться держателями токенов, поэтому они будут победителями. И люди, которые будут выбирать победителей, покупая у них токены, будут влиять на увеличение стоимости этих токенов, в результате чего эти победители выиграют в финансовом плане.
Но в более широком смысле, это должно дать нам более справедливое пространство, где будут не только состоятельные люди и финансовые инвесторы Силиконовой Долины, Сингапура или Лондона, которые зарабатывают большие деньги. Надо демократизировать это пространство.
Как интернет демократизировал знания, блокчейн демократизирует богатство.
Теперь мы можем участвовать в более справедливой системе и токенизированной экономике, где все может быть токенизировано – от футбольных команд до строительства и новых идей, которые могут быть полностью ликвидными и торгуемыми, и люди могут стать собственным Швейцарским банком.
Частный ключ разрывается на двенадцать букв в голове пользователей блокчейна, и они становятся суверенными лицами. Они не нуждаются в огромной системе банковской инфраструктуры или крупной корпорации для управления их богатством, их данными и медицинскими записями.
Таким образом, технология blockchain и токенизация позволят увеличить количество активов, которые могут легко покупаться и продаваться, а для многих людей устранятся предыдущие барьеры
для торговли и инвестирования, что часто было зарезервировано для богатых.
Это также может привести к созданию большого количества фирм, что являются социально ответственными – если стартапы финансируются толпой, то они, скорее всего, будут предлагать услуги, продукты и идеи, в которых «толпа» будет заинтересована в достижении успеха.
Время покажет, насколько далеко будут направлены текущие проекты блокчейн-цепочки, чтобы децентрализировать видение будущего и демократизировать богатство. Но позитивное будущее заключается в том, что в блокчейн-пространстве находится много людей – вот почему мы страстно увлечены этим.
