#Attrap est public : un outil pour repérer les arrêtés préfectoraux trop discrets

Depuis que l’utilisation des #drones policiers a été légalisée par la #loi #Sécurité intérieure de 2022, et l’utilisation « expérimentale » de la #vidéosurveillance #algorithmique (#VSA) par la loi Jeux Olympiques de 2023, nous passons du temps à chercher des arrêtés préfectoraux en ligne. Pas pour le plaisir (encore que), mais parce que chaque sortie des drones policiers et chaque déclenchement de la VSA doit être autorisé et précédé par un arrêté du préfet, qui doit être rendu public. Et c’est là que ça se complique : documents publiés à la dernière minute (ou même après), documents planqués dans les arrière-fonds des sites web des préfectures, documents scannés au format image donc inaccessibles aux outils de recherche de texte, processus différents d’une préfecture à l’autre, architecture des sites préfectoraux pas du tout standardisée, etc. On pourrait presque croire que tout est fait pour que l’information soit aussi difficile à trouver que possible. Le pouvoir a une habitude de #secret et de #discrétion, il ne faudrait quand même pas que la #population, les journalistes, les chercheur·euses ou les militant·es exercent leur droit trop facilement.

Mais comme La Quadrature est un mélange de #juristes et de geeks, et parfois de juristes-geeks, on a développé un outil pour abattre le boulot et explorer pour nous les sites préfectoraux et rapporter les arrêtés en fonction des mots clés qu’on lui donne. « On » s’appelle d’abord Bastien, vite rejoint par Nono et par une bande de bénévoles, merci à elleux, pour déchiffrer et défricher les labyrinthes préfectoraux et perfectionner l’outil. Aucune IA n’a été maltraitée durant ce processus, seulement des militant·es motivé·es. Le logiciel s’appelle Automate de Traque de Termes et de Recherche dans les Arrêtés Préfectoraux, ou Attrap pour faire plus court – et c’est également plus facile à prononcer, ça tombe quand même drôlement bien.

On utilise Attrap depuis quelques mois, avec des recherches sur les mots-clés liés aux drones et à la VSA, pour alimenter un compte #Mastodon nommé #AttrapSurveillance et documenter la mise en œuvre quasi quotidienne de ces dispositifs de surveillance qui nous paraissaient encore si effrayants et exotiques lors du confinement de mars 2020.
On avait en tête depuis le début de rendre un jour l’outil public pour que tout le monde puisse s’en servir. C’est chose faite. Le site Attrap est en ligne depuis quelques jours, avec un article qui explique sa genèse et son utilité, et il fonctionne comme un moteur de recherche. On a aussi lancé des exemples de suivi de certaines décisions repérées par Attrap avec des thèmes précis, ici ou là par exemple, en espérant que cela donnera envie à d’autres collectifs de s’approprier l’outil. Dorénavant Attrap est à vous : apprenez à connaître votre préfecture, ce n’est pas sale !

Et si vous allez en Allemagne au Chaos Computer Congress (#CCC) cette année, vous pouvez venir ajouter de nouvelles préfectures dans le moteur de recherche, lors du hackathon Attrap organisé le 27 décembre à 18h au Komona. Une rumeur dit que les participant·es pourront récupérer des oreilles de chat qui brillent dans le noir en guise de petit remerciement…

I know there is a lot of #military and patriotic #propaganda out there and the military industrial complex is on the rise because everyone wants to arm themselves because of the Russian #threat.

Let's pause for a moment and think about the reasons why #war is still being waged today:

1) The number one reason is still #religion. Religion serves to unite one's own #community, but is also always a demarcation against others. In Europe and Russia, religion only plays a subordinate role and the churches are struggling with insignificance.

2) The second important reason is natural #resources. Western Europe has long since used up its natural resources and is therefore plundering other countries, mainly in #Africa. Russia has enough natural resources of its own.

3) Population growth so that new living spaces are needed. In #Europe and #Russia, the #population is declining. As a result, many families only have one child and they don't want to lose it to the war.

4) Important geostrategic positions. Europe is losing importance. Russia's most important trading partners are in #Asia. Europe is strategically insignificant.

Europe is increasingly losing importance and therefore wants to feel important militarily. For Russia, an attack would bring no advantage and only high losses. Russia can infiltrate the weakened political system in Europe much more easily by manipulating elections and causing social unrest with propaganda. This hybrid warfare is much more successful than an open war.

In response to the patch posting from last week has also been proposals to revert that prior patch, some of the affected maintainers voicing their surprise over this sudden move, and some being upset over the lack of public clarity into the seemingly new “compliance requirements” imposed on the Linux kernel.

#GregKroah-Hartman who authored the patch dropping the various maintainers has yet to comment on the mailing list thread, but a few minutes ago Linus Torvalds chimed in with his opinion. Linux creator Linus Torvalds wrote:

“Ok, lots of Russian trolls out and about. It’s entirely clear why the change was done, it’s not getting reverted, and using multiple random anonymous accounts to try to “grass root” it by Russian troll factories isn’t going to change anything.

It’s not as if the Russians are simply going to throw up their hands and start using #Windows11. This promises to be the Mother of All Forks, and given the recently expressed position of #BRICS on the #illegality of #Western #sanctions, I doubt any of the BRICS countries are going to stick with the #original #Linux version.

This is where the fatal #flaw of having a weak central figure like Torvalds in charge inevitably comes into play. #Succession plans are difficult enough for strong Alphas to accomplish successfully, but when a mild-mannered Delta is the man in charge, some sort of future #debacle is all but guaranteed.

A University of Queensland economist, Prof, John Quiggin, says the whole fertility crisis is “bogus” – and not just because policies to address it appear to be universally failing.

“Economically, the cost of raising children is much higher than the cost of looking after old people,” he says.

But that cost is born by parents, so in a sense they’re giving “a free gift to society”.

“The odds are you’ll be in reasonable shape until about six months before you die at which point you’ll need about the same care as a baby,” he says. “So raising a baby to look after an old person makes no sense.”

Sandra Kanck, a former Democrats senator and national secretary of Sustainable Population Australia, agrees. “The cost of raising a child is way more than the cost of putting someone in aged care,” she says, adding that having more children puts more pressure on the planet.

“So the resources we think are available to us are not available to our children,” she says. “It’s contributing to climate change and creating greater instability.”

As for fears about an ageing population, she says, these are based on flawed assumptions. “Like that everyone over 70 is basically senile, and that all the baby boomers will end up in aged care,” she says.

“Most of them are making an incredible contribution. Many are still in the workforce … and those who have retired are operating a free babysitting service for their grandchildren.”
